The CLLC is strategizing to improve or oppose HB21-1121
HB21-1121 has advanced out of committee and could be on the House floor as early as Monday! Much work has been done to this bill. There is one remaining issue, which we see as a form of rent control. The bill only allows for rent increases annually. We are pushing for changes to this bill that would encourage written agreements and allow for shorter term rent flexibility but only by written agreement.
Restricting Housing Providers from increasing the rent more than one time annually will restrict the flexibility of offering shorter-term leases. Housing Providers will be forced to increase rents to market rates when entering into short term leases in order to protect themselves, should short term Residents decide they want to become longer term Residents. This is a very common scenario for small “mom and pop” Landlords and Property Managers, especially in the current market where Residents may have trouble contracting for homes to purchase within a certain time frame.
