CLLC Members and Supporters:
I’m proud to report we have had a successful 2022 legislative session with our second-year as an active and organized coalition, with a full-time advocacy presence at the Colorado State Capitol. In contrast to last year’s unprecedented amount of legislation around landlord-tenant relationships, things have returned to a more normal pace this year.
As a result, we turned our attention to engaging in two major issues – a new Fair Housing enforcement division within Colorado’s Attorney General’s Office and working against the rent control provision in a piece of mobile homes legislation, along with removing a troublesome fair housing amendment from a criminal records bill.
Thanks to your continued support and engagement in the legislative process, we succeeded in adding much-needed guardrails and legal process to the Fair Housing legislation, and the rent control provision was defeated!
Your CLLC volunteer leadership, attorneys, and members of our Public Policy Committee made the difference again by contributing many hours to the legislative process from stakeholder meetings, testimony, reviewing legislation, and working with our members and NARPM chapters around the state. We also appreciate it when our leadership team and our professional lobbyist are invited to address your local meetings so we can share this important information with you first-hand.
In addition to these main areas of focus, we also reviewed, tracked, and took positions on a long-list of other bills dealing with the legal process around eviction records, affordable housing grant programs — utilizing American Rescue Plan Act dollars from the Federal level — bills involving HOAs, and military/veteran status in housing.
Next year, we will be working with a task force of property managers and attorneys with the goal of proposing legislation that would improve procedures for landlords, while promoting our industry best-practices. We look forward to keeping you informed as that process moves forward over the summer/fall.
This is also a key election year in Colorado where all of our statewide offices are up for election, as well as the full Colorado House of Representatives and half of the Colorado Senate. With leadership from our lobbying firm, we will be closely tracking these elections and meeting with both legislators and legislative candidate as we prepared for the 2023 legislative session beginning next January.
Even though there are only 120-days in the legislative session, our advocacy program is year-around and like your businesses, our involvement in the legislative process never takes a break. Please see specific highlights of our main legislative accomplishments below with narrative around the provisions we influenced.

SB22-099 Sealing Criminal Records
SB-099 as introduced included burdensome fair housing provisions that would have been problematic for landlords and property managers dealing with sealed records. As we reviewed this legislation, we worked with the sponsor and the first Committee of reference and were successful in having that section removed through a Committee Amendment.
HB22-1082 Establish Fair Housing Unit Department of Law
Prior to the commencement of the 2022 legislative session, the Colorado Attorney General’s office worked with our lobbyist to have the CLLC included as key stakeholders in this legislation. Our leadership participated in these meetings and provided feedback – including ensuring the new Housing Unit would not proactively conduct investigations without a complaint, and also that investigations be based upon a pattern of behavior to limit frivolous investigations. After much work with the Attorney General’s legislative team, the CLLC emerged as the lead housing organization coordinating amendments – including successful efforts to not have the bill broadened to include complaints from non-profits and to include complaints from other areas such as late fees. Special thanks to Attorney Mr. Pete Muccio for his volunteer efforts on our behalf.
HB22-1287 Protections For Mobile Home Park Residents
On another legislative success story, we were again included at-the-table for initial stakeholder meetings on the Mobile Home Park legislation. We loudly voiced our main concern around a provision limiting rent increases on mobile home lots correctly identifying this as “rent control” and what would be the first step to expanding this provision beyond mobile home parks to all residential rented & leased real estate. The CLLC joined other major housing organizations in activating our membership and NARPM affiliates with calls-to-action resulting in robust committee testimony against this provision. The rent control provision was ultimately removed during a late Friday evening debate by the full Colorado House of Representatives where the Governor moved against this provision. Against the backdrop of opposition to rent control from the Governor this provision was removed and a compromise version of the bill was ultimately adopted.
We are including a full-list of the bills we tracked this session, with just the title and their final status, so you can see the hard-work from our advocacy program as our lobbyist works to identify all priority housing related bills for our Committee to analyze and review, providing direction to our lobbyist at the Capitol for work to support, oppose, or amend with regular interaction from our members and leadership in the advocacy process.
